Tbh it is probably no worse than most places - not that I am saying that it is right.

As an aside, the image is of a PH car/driver - not a taxi! I have my reservations as to whether he would have had a booking from the City center at that time of the morning, it was generally a quiet night with hacks all over the place

As ever a newspaper hones in on bad news (well they would - wouldn't they). Unfortunately forgetting to mention that Cardiff has been a very cosmopolitan City for many many years, and that Cardiff has a very very very good record with regards to racial issues/integration. In the overall big picture there will be a bad apple in every neighborhood, as there will be a thief, a murderer etc etc......all of the ...........does need to stop, but does it? You cannot stop the odd idiot, but you can contain it, and we do.
