Apparently our council are the verge of subcontracting their licensing role (and all their staff) to Capita.

The scheme is part of a plan from 5 councils to outsource such roles IT, HR and legal services.

Anyone got experience of such a scheme?

Seems to me that as the funds generated from Licensing must be ring-fenced and only used for the Licensing function, to generate a profit for a private company would, de-facto, be illegal.

Agree with Chris,have discussions taken place with the trade in relation to who is going to do the licensing parts,enforcement etc.
Believe according to legislation only Council Officers are able to do this.
If no consultation has taken place suggest you furnish a copy of the Regulators Code of Practice in the Councils face.

I am told that in North Tyneside Capita claim to do the licensing 'at cost' as part of a package of services.

The other councils are Havant, Hart and Mendip.

Oh yes they can


Supplies and services:
Criminal Record Bureau (CRB)
and Disclosure and Barring
Service (DBS) checks and OneStop-Shop
support.

I thought the DBS was covered by different legislation and is not therefore an actual licensing function similar to medical fees etc. the council pays the DBS their fee plus an admin charge for processing form paid by us. The actual licensing itself should be done at cost assuming anyone could establish just what that cost actually is
