So, it would seem that your local association know a bit about the law pertaining to the trade they represent.

No response from billybobs? Maybe he is to busy using his hackney on a PH circuit in a different area.

Correct. S37 TPCA 1847 deals with the grant and renewal of a hackney carriage licence.

Without going into lots of detail Newcastle v Berwick [2008] EWHC 2369 (Admin) allows a council to require a taxi to mainly work its own area.

Rossendale were criticised for doing this in respect of vehicles already licensed without giving drivers the opportunity to make other arrangements. They are quite right in the present approach?

The Law Com wanted to let PHVs work anywhere but not taxis....Present law says an operator must have PHVs licensed in its area etc etc...

1. That Council are recommended to adopt the Hackney Carriage Intended Use
Policy.

the important thing to note are the words "mainly" and/or "predominantly"

so it would be fine to do Thursday/Friday/Saturday in an area im not plated for then 4 days back home?
