Can a Hackney Carriage Vehicle do a Private Hire Booking, were the pick up point and drop off point are both within the borough, and charge more than what would have been the meter rate?

If Uber enrol a Hackney Carriage Vehicle and send it a job that might normally be less than the metered rate but after their Surge Fare Pricing make it considerably more then the metered rate then that would not be allowed. How do Uber stop such a job?

Uber dont enrol hacks for just that reason

So how do Licensing Officers ensure that HC's doing Uber PH jobs are not charging over the Tariff Card Rate when the Surge Pricing cuts in?

It needs a clued up passenger to make a complaint then the sh t would hit the fan.

If the borough is where the hackney is licensed then no.
