So how do Licensing Officers ensure that HC's doing Uber PH jobs are not charging over the Tariff Card Rate when the Surge Pricing cuts in?

The same way they check when they are doing path work and not overcharging.

As there appears to be somewhat different opinions, I will confront my Licensing Department to get their response.

You have different opinions on most things, but the law on what a hackney can and cannot charge in their own borough is crystal clear.

The only hackneys that can charge what they want, is the few hackney who work in a few areas where the council don't set the metered tariff.

Shetland isles?

No hack should dare charge meter+ so with uber being dearer than hacks (and taking the money upfront) how can uber recruit hacks?
