Specific requirements for:

Hackney Carriage Drivers:


34. In no circumstances must Hackney Carriages be left unattended while the driver carries out activities away from the rank except for short comfort breaks.



At variance with statute but shooting themselves in the foot as far as a PCN is concerned, IMHO.

Most laws have a 'reasonable' clause, your council just gives an example of what they view as being reasonable.

Perfectly legal.

But they fail to define what a "comfort break" is. Could be going for a tom tit, a jimmy riddle or a full English breakfast. Or just a cup of tea.

I was wondering if someone would pick that one up, Roy.

Personally, I have an objection to those who leave the car, mid-rank, hazard flashers on, to go shopping. And before you ask, yes, it does happen!

On the rank in question, a block of loos is easily accessible from the back of the rank. Drivers frequently run over, do the 'bizz' and run back again. The car is left for only a couple of minutes. Quite acceptable.

The shops are in the other direction, so it's quite obvious who is peeing and who is taking the pee!!

It's intended to signify car unoccupied. Go past when a space appears in front!!!!!

Hazard warning lights are used to signify a hazard not a vehicle parked where it should not be parked ie. unattended on a TAXI rank.

Someone who left their vehicle unattended on a rank with hazards flashing would not be very happy if it had been removed by the Council or the Police exercising their right to remove an obstruction on the highway that was endangering other road users or pedestrians,if action of this kind was taken they would not abandon their TAXI on a rank again.

We have that problem round here, they pull up on the rank and head into Weatherspoons to use the toilets. I'd love a traffic warden to hit them with a ticket.
