Well, as I see it no rules apply unless you replace seat booster, only if you rush out and buy new Seats will the new laws apply as to them being full backed seats...there is no obligation to renew anything or everything at this stage, as for the council, well, one way or another will be paying for it either through the purchasing of seats to loan to suppliers, reimbursing the cost to suppliers or by having the extra costs factored in to existing contracts or by higher higher tenders for future contracts....and with seats costing between £50 and £300 pounds they wont be relishing the thought of the extra costs involved.

If it were down to me, I would be telling parents that because taxis are exempt, if they want their child to travel in a seat it is up to them to provide it.

And By the Time you,ve went through this bloody Rigmaroll with 3 seats 2 times a day and 10 times a week you'll have added 30 Minutes a day and need a Trailer to put your Boosters in, Some may even have up to 6 Kids a day on their MPV School runs.

Who's going to pay for it all? the extra 3 Hours Drivers wages per week and the £100s in extra seating?
