mine (county) stated they wont pay but i bet theyd object if i told em i was sending parents a letter stating damage and soiling was down to parents...

If you have a tariff card with a fouling charge on, then by implication the council are accepting that contractual obligation whether they like it or not.

oh yeah, thats the same council who one week say drivers with a DBS+badge wont need another then say they will....for a county badge

and who have estimated fines of £3500 for non-compliance or new regs
