If Uber is licensed as a private hire operator by Cardiff City Council then Uber can only provide the work to vehicles and drivers licensed by Cardiff City Council. The only other option for Uber would be to sub-contract all the work to an operator licensed within the other areas mentioned in the OP who could pass the work to vehicles and drivers licensed by their district. What you are saying is happening is illegal as all three licences must be granted by the same licensing authority for a journey in a private hire vehicle to be legal.

Not sure that makes sense, I would like to see the original link or quote.

The way Uber works gets around the local area issue, if they have operator licenses in the areas the cars are from.

There is more to this than is in that quote.
