There is nothing stopping a Licensing Authority asking for a medical to be carried out every year if they so wish, they have that right to ensure you are a "Fit and proper person" to be licensed.

I know that there are some councils out there that - quite against the law
of the land – insist on three-yearly medicals. If your council still does
this, I suggest you complain to the Ombudsman. The timings as set by
the DVLA (and this is updated at least two or three times a year) are:
initial medical up to the age of 45, then five-yearly between 45 and 65,
then annually thereafter. So if you are coming up to 45 you will need
five medicals in the next 20 years,

Interesting. Are you saying that a council can't include 3 year medicals in it's policy? What defence could a council put forward to support this condition?

Councils have adopted group 2 medicals, group 2 is set by the Dvla so they have to adopt the frequency as laid down by the dvla, end of. The ombudsman is free so wanner should go there.
