What do they mean by a "privately-operated" minibus? One run by a do-gooder parent? One run by a private PSV operator? Any qualified PSV driver would check his bus before he left it. It may possibly be one of our "friends" in the section 19 community bus sector volunteers. Says it all really.

I believe was a private PSV operator.
