Nothing has changed other than the ability of one PH firm to pass work to another PH firm in a separate licensing area. But that passed on booking must be taken and logged by a 100% licensed PH operator.

Hacks can't pass work direct to a PH driver now, as before. But they can pass work to a licensed PH operator.

To answer your question, first two legal, third legal if the PH driver/operator has an operator's license, forth legal if both PH have operator's licenses and the work is properly logged.

This is interesting.
Is it legal for a PH company who is licensed in a area and is also licensed in bordering areas, uses the same phone number for all areas.

Gets a job in local area, to drop off round the corner, can this company send a vehicle that's licensed in another bordering area to do the job? I.E not a vehicle that is licensed in that area?

its all pretty much a sh*tstorm at the moment due to the governments changes to cross border PH laws.

all three licenses must match remains the law, but the sub contracting law allows a company to pass work to another operator - I suppose it depends on the paper trail - some type of proof the work was passed between operators - which will be very interesting in the case of apps - because between you, me and the gatepost - I doubt any licensing authority could be bothered checking properly, especially bearing in mind that appear to permit non manned offices.

Problem I have is I see a driver who was banned in my area, for a string of minor misdemeanors, has now got a licence from a bordering licensing authority. Problem is he only ever works in the area he was banned, as he still works for large company that have a license in both areas.

Also my LA has an age rule for licensed vehicles, but this large company sends old cars from next LA, which has no such rules, in our area to do jobs that we couldn't because of the age of the car.
