yesterday i was sat second rank and a woman went up to the first car ( SKDC hackney plate 502) and was refused. She came to me and said she only wanted a short run up to Radcliffe road . I whisked her trolley into the boot and away we went the driver in front had his mate(non taxi driver) sat in the front with him chatting and his reason given for refusal was that he was chatting to his mate

The passenger was quite happy with this reason and wasn't upset and I dropped her off fare £2.70 but she gave me £4 and said keep the change (best tip i got all day)

My understanding is that if you are sat on the rank you are available for hire and the driver in front should have either pulled off the rank to chat with his mate or asked his mate to get out when a fare came up to him

There is no point me reporting this to the council as they only investigate complaints from passengers not drivers and I gained a fare. I didn't go immediately back to the rank as i had another pick up available but when i did get back he was gone not sure if he picked a fare up or not

.....Definitely.

You cannot park on a rank or use it for anything other than work. If that passenger had said she wanted to go to Glasgow/Any big distance, his mate would have been out in the blink of an eyelid. One to keep an eye on - "technically---probably" a cherry picker!

Was an offence committed? Yes!

TPCA 1847 Sec 53 is perfectly clear.

I take whatever comes, even the food out the mouth of babes....P1 on a rank pointed a guy to me (P2) assuming it was a £4 job and it was infact a £15 cruise out of town, turns out Mr P1 was waiting on a train coming for a booking, so he shouldnt have been on the rank...he was still there when i went back

Would have been a perfect scenario for CCTV. :-$
