We did when we had private hire vehicles but now we are 100% hack, no we don't.

I would imagine it is the fact that you don't need a Council license to own or accept work for a Hackney carriage that swings it. You only need a Council license and be fit and proper to drive one. That is my understanding of the law and that is the understanding of our Council.

Clearly a HC driver and HC proprietor can accept work through byelaws or the 1847 act - but I'm unsure anyone else can.

The understanding of your council is always open to speculation ;)

I wasn't aware that we were discussing any other people accepting the work other than the driver and owner or his staff.
Is there anything in law that stops a convicted murderer from owning say 100 hackney carriages with perfectly fit and proper licensed drivers form running an office to accept bookings for those cars?

I guess you answered your own question, hackneys don't need operators licenses so your not operating them, so mixed fleets are no problem, that's why hackneys from other areas can work through you, but private hires can't, but you can pass work on to another operator now.

A private hire operator license only allows a person to accept bookings for a private hire vehicle.

A Taxi(hackney carriage) cannot be anything else whilst licensed,does a private hire operator inform a person when booking a private hire vehicle that a TAXI will be the vehicle fulfilling their booking licensed under a totally different ACT of Parliament working under different rules,I am virtually certain they do not.

And why would they, there booking transportation to get from a to b, do Ryan air tell them what plane there getting ffs.

I honestly think there's a case, that HC should not be permitted to do bookings, but service the ranks and streets in the locality. 1847.

If a person made a booking through a private hire operator and they sent a TAXI to fulfil the contract at the appointed time but the driver was late in picking the passenger up,consequently the passenger due to this missed his connection who will be held responsible,the operator or the TAXI driver?

When a booking is accepted by a private hire operator it becomes a contract in law to provide a private hire vehicle to fulfil the booking with the possibility of having to compensate the passenger if late(end of story).
If a TAXI takes a booking and does not fulfil the booking as stated by passenger(arriving late) he can be prosecuted and have to compensate the passenger,which is totally different rules to a private hire operator.

A professional TAXI (hackney carriage) proprietor/driver does service the ranks and streets in their locality also is able to take bookings for their TAXI(hackney carriage) within the confines of the Police and Town Clauses Act 1847.

Where does it state that? On a Saturday night at 11pm the ranks are busy, because HC are doing bookings, instead of serving the ranks.
