The DfT 2001/2002 stats had a fares section, and it lists quite a few as 'set by operator'.

Teesdale, South Derbyshire, Leicester UA #-o , Rutland UA, Bridgnorth, Owestry, South Norfolk, Mid Suffolk, Maldon, South Oxfordshire, Wealden, West Devon and Powys.

That's great, I'll check it out. The reason I was asking is because a certain young lady was curious to know if they were the only licensing authority in the country that still didn't have a meter? I offered to buy her a meter if she let me press all the right buttons? lol

I suppose they still may have meters showing the fare set by the ops, but I don't know.

No knowledge as well, but that all changed when the old hackey carriage officer left.

I wouldn't recommend life without meters. It was very cut throat, and anyone could get a license. Bit better now, but still not good.
