Local councils cannot subsidise bus services, only county councils can do that, and they have to be put out to tender.

There's nothing to stop local businesses subsidising a bus service, but if the bus driver or anyone else collects separates fares the service must be registered as a local bus service. Unfortunately most services like this only last a couple of months. I'd estimate to run a local bus for about 5 hours would cost in the region of £350 at least, plus running costs, less fare revenue. A local service HAS to operate in accordance with the registered timetable and cannot leave the line of route; it cannot start unless a period of 60 days has been given to the Traffic Commissioner and it has to give 56 days notice to stop the service. That's probably why it's only running for 60 days.

It's not a problem in London as TT says, there seems to be enough trade there for the night buses, taxis and the minicab industry.

Yes, VOSA/DVSA operator search, search for a bus route registration in your traffic area. It helps if you know the name of the operator and or his PK licence number (might be other letters, PK is south east area).
