if Uber are collecting the monies and paying their "partners" out of that why isn't VAT due on the total amount of fares aggregated only on the bit they don't hand over

Ask an accountant. I would think that the ticket agent is selling the tickets on behalf of a venue and that VAT was on the full ticket price at source. Not the same as a taxi fare.

VAT is payable on the price to the end user. In my other business of selling bits for old buses, I sell a part to someone, charge VAT. If I charge postage (zero rated), then I have to charge VAT on the postage because I have performed the service of posting it, and my services are VAT-able, despite the product I buy being zero-rated at source.

A pal runs vintage buses, he hires the bus for a wedding, it's zero rated because it's public transport; he offers to fit the happy couples names on the destinations and has to charge VAT on that because it's not public transport. He does not charge VAT on the bus hire AND the destination because the two are separate items.

Uber takes a private hire booking; the service is buys in from its "employee/driver" is not VAT-able because he is not VAT registered. It's the same situation as the postage. It then processes the "whole" product, so has to charge VAT on the total price.

public transport?.....i think not if its special contracts

It is down to the number of passenger seats not the type of work or number of passengers carried. I could run a 53 seater bus with only 1 passenger and it would still be zero rated.

How has this driver been licensed by anyone.

Video on Chronicle Live shows Uber driver with passengers in vehicle attempting to race the tide on Holy Island causeway.This guy should be prosecuted for putting passengers lives at risk,the Council who licensed this guy should revoke his license immediately.
