No need if its a compliance matter, i.e. no working rooflight. no fire extinguisher or 1st aid kit, badge not worn, etc, etc...

I heard that Cannock LO's are regulars at it, sending cars off the rank for a blown bulb, etc

Sending a car off the rank to get a fault fixed is not the same as removing the plate.

Obviously the plate always belongs to the issuer (council) (same as a passport) and must be surrendered on demand "By council officer or police officer" (in our regs)

On a hackney, removing the plate is to revoke the licence because without the plate you cannot work, and if you did, you would be breaking another condition of licence, but to revoke a hackney licence there is a preset legal procedure that the council have to comply with, which has been mentioned before on this thread. They cannot interfere with your right of appeal.
