I thought it was longer than that 21 or 28 days

http://www.legislation.gov.uk/ukpga/1988/53/section/1
This states 14 days.

An 'Information' i.e. charge, has to be put before the court within 6 months.

In other words if you haven't got the summons within 6 months, then nothing can be done by the police.

This only applies to speed cameras .

Go On then Skippy, I posted the legislation that states 14 days for the registered keeper to get the NIP. Now you Post the legislation that states that it is 6 months to receive the NIP.

It applies to every single summary offence, be it speeding or wanking.

so if he was handed the NIP on the spot that is within the 14 days and it is a case of wait and see if he gets a summons within 6 months

so let us know if you get the summons

You have to fill in the drivers details on the NIP. You then send it back. If you were the driver you then get the summons along with the offer of a fixed penalty if they decide to offer one. If you do not fill in the NIP and send it back it is a nice fine and 6 points.

The police can't give a fixed penalty for speeding with more than 3 points.

I never said they could. Perhaps I wasn't clear about the 6 points for not disclosing who the driver was. This is a separate issue from the initial offense and is dealt with by the courts.
I don't know if the courts have any discretion on the number of points issued for non disclosure, maybe you could advise on that score?

Both charges will be put to the defendant, but it's common practice to sentence only on one, usually the speeding charge.
