I'm sure and decent organisation will be able to persuade a council into exceptional circumstances in respect of Roger.

Nidge, the emissions are outside of the EU I think - its a global agreement.

The entire issue is a social issue, not just taxis.

At their meeting on Wednesday 15th February 2017, Birmingham City Council's Licensing and Public Protection Committee discussed a Report from the Acting Director of Regulation and Enforcement entitled, Proposals for Vehicle Emission Standards for Hackney Carriage and Private Hire Vehicles.
Click on the link in the previous sentence to read the report and its Draconian proposals. A warning notice from Microsoft Office may pop-up on your screen, but Birmingham City Council and their website is a trustworthy source.
Happy reading!
The whole committee meeting was broadcast on Webcasting. To view the discussion on this agenda item click on, Webcast of Birmingham City Council's Licensing and Public Protection Committee Meeting 15th February 2017 and scroll the time bar to 30 minutes 45 seconds, where after a short preamble by the Chair, Councillor Barbara Dring, the proposals are discussed for 1 hour, 25 minutes. The discussion finishes when the time bar reaches 1 hour, 56 minutes.
It is also worth watching the first 35 seconds of the webcast, during which the Chair gives express permission for the public use of the webcast.
Happy viewing!

I bet they think you can just get a euro 3 and have something done to it and it will be a euro 6.
