Our LA always issues plates to end at the end of the month

A car in town has a plate till the 31st but its MOT expired today

Should it be on the road?

don't understand this our compliance certificates are always issued to the date of plate expiry so if the expiry is always last day of month surely the compliance certificates are to that date surely ?

Not all councils do compliance certificates. Not all councils do vehicle inspection tests.
Our vehicles have to have an MOT and an inspection at an approved garage. These test do not have to be at the same time. For instance, I could buy a car with 9 months MOT and just pay for the council inspection at that time and then have the mot done when it is due.
In Rutland a vehicle just has to have an MOT carried out within either 2 or 4 weeks prior to getting the license. They have no other test.

It's illegal to drive a vehicle without a valid MOT so it should not be on the road. However the council need to suspend the vehicle until they do it can still be used as a taxi.

The driver will get done for several offences along with the proprietor.

The operator will get done for using a vehicle not fit for purpose.
