I still can't see where it says hacks have sole right to the word Taxi.

Section 64
The Highway Authority may plant trees, shrubs and other vegetation either for ornament or in the interests of safety. A Highway authority may alter or remove any works constructed by them.

Read the section in the correct Act,thought you were brighter than it appears from your last remark,also have a read of,Roof Signs on Vehicles Other Than Taxis(Hansard,25 June 1980)
it informs you what Parliament DEFINES what a TAXI is and that a private hire can not.
