I still can't see where it says hacks have sole right to the word Taxi.

Read the section in the correct Act,thought you were brighter than it appears from your last remark,also have a read of,Roof Signs on Vehicles Other Than Taxis(Hansard,25 June 1980)
it informs you what Parliament DEFINES what a TAXI is and that a private hire can not.
