But if Mr Mitchell was allowed to use the bus lanes the bigger unlevel playing field/unfair disadvantage would then be the vast majority of HCs and PHs which still wouldn't be allowed in the bus lanes?
Seems more like the real difference is that Mr Mitchell's vehicle is licensed as HC or PH, while the 'taxis' allowed to use the bus lanes aren't, because they're seating 9 passengers or more.
