Sheffield taxi drivers call for brakes to be put on congestion charge

Sheffield taxi drivers have criticised councillors over plans to charge them for driving into the city centre.

The council is looking to introduce a pollution toll – dubbed a “congestion charge” – for vehicles driving along the ring road and inner ring road.

The planned Clean Air Zone will mean most buses could have to pay £50 a day with £10 a day for taxis, lorries, vans and coaches. Private cars are not affected.

But several taxi drivers, from both private hire and black cab firms, were unhappy at a meeting of the council’s Cabinet.

Former Labour councillor Ibrar Hussain, of the GMB union, said: “This will have an immediate impact and costs for public transport. What assessments have been done on the impact of taxi drivers?”

Lee Ward, chairman of ALPHA which represents taxi firms and drivers, said: “We have got 185,000 private vehicles and only 3,000 have taxi licences. This council is too scared of charging the public so it’s targeting taxi drivers instead. If everyone is making a pollution problem, everybody should be in the same pot to solve it.”

And Aamer Hanif, of UK Airport Transfer, agreed the council should charge all vehicles: “The impact on us will be immense. Taxi drivers are earning minimum wage and this hits the smallest people the hardest.”

The council says if it doesn’t take action and lower nitrogen oxide levels quickly, it could face a substantial fine from the Government.

Coun Jack Scott, Cabinet Member for Transport, said: “It appears a brutal approach but it won’t be in the fullness of time. This is not easy or comfortable for any of us but that’s the scale of change we are facing as a city.

“It is highly controversial and difficult to solve but we don’t see an alternative and the most important thing is we have a taxi fleet that’s clean, safe and reliable and we have clean air for everybody.”

The plan is dependent on securing £40 million from the Government to pay for signs and cameras and around £10 million worth of loans and grants to help taxi drivers and bus companies upgrade.

And the planners over the years have made the road network worse and worse causing congestion. I stay clear of the centre as much as possible,I like to move and earn money!

These schemes are more about milking the drivers than they are about reducing emissions,they are all jumping on the enviro bandwagon and using that as an excuse, if they were truly concerned they would put in place a more driver friendly road scheme and reduce congestion by keeping the traffic flowing rather than create as many obstructions to the easy flow of vehicles.

And if they were really, really committed to saving the planet they'd ban cars and all vehicles outright from city centres..but hey ho there's no extra money to be had out of that scenario.

At certain times of the week and day the railway station area grinds to a standstill.always makes me laugh that it takes about 10/15 minutes to get to the front of the rank when a big train comes in.a queue of cabs queuing for a queue of customers,then 10 minutes to to get away from stn after pick up,pathetic!.one at a time rather than the old block system,progress my arse!

A volatile meeting erupted between taxi drivers and a senior councillor over plans to charge them for driving into Sheffield city centre.

Coun Jack Scott, Cabinet Member for Transport, was harangued by a packed room of taxi drivers during the two hour meeting. Despite this, he said he was pleased to be there and looked forward to more meetings.

Both black cab and private hire drivers are angry at plans to introduce a Clean Air Zone around the ring road and inner ring road which would see a charge of £50 a day for buses and £10 a day for taxis, lorries, vans and coaches.

At the moment, private cars are not affected but taxi drivers say all vehicles should be charged for entering a Clean Air Zone. They say they are being penalised as there are 185,000 private vehicles but only 3,000 have taxi licences.

Community campaigner Shahid Ali, who was at the meeting, said: “Coun Scott has to be applauded for turning up to this meeting but there were a lot of angry drivers, unhappy with the charges they will face with an already troubled trade.

“Unfortunately this council has made taxi drivers a target in their initiative. Three per cent of vehicles are taxis and cause four per cent of the pollution in the city. The main heavy polluters are the trains and lorries.

“This will drive business out of the city centre to Meadowhall where pollution is even higher. The city centre will be a ghost town for businesses.”

Mr Ali said most taxi drivers couldn’t afford to invest in more environmentally friendly cabs.

“Forcing taxi drivers to buy a £55,000-plus electric cab will mean many will stop driving. Years of neglect of the Sheffield infrastructure has meant that there aren’t enough charging points in the city and people without driveways cannot charge vehicles at home.

“The council needs to weigh up the positives and negatives, which will affect the future prosperity of Sheffield and its citizens.”

Fareed Baloch of Zoom.taxi. which helps private hire companies compete with Uber and acts as a voice within the industry, said the idea to charge buses and taxis was “an absurd way of thinking.”

“To charge public transport – and taxis and private hire vehicles are public transport – is ludicrous. It will make journeys more expensive, making business harder for already hard pressed drivers and businesses.

“The sorts of people who rely on private hire vehicles in particular are those who do not own a car but have limited mobility and need to travel to hospital appointments or for trips into town.

“It is also a preferred way for people to get home after a night out and I am sure many people would prefer to know their family members are in a vehicle for which they have tracked pick up and journey details rather than waiting at night at bus stops in the city centre.”

Coun Scott said air pollution was “a huge public health challenge” across the country, including Sheffield. He criticised the Government for not doing more to help.

“The Government should be taking this issue seriously and giving us the tools we actually need. To meet government targets, we have no alternative but to consider introducing charges for the most polluting lorries, vans, taxis, buses and coaches. Clean vehicles won’t be charged, nor will private cars.

“I was really pleased to be able to attend the meeting of the Sheffield Taxi Trade Association. As you would expect, taxi drivers had robust views on what the government are requiring us to do. They also completely understood the need to have safer air.

“It’s really important we listen to their views and concerns so we can put the right package of grants, loans, investment and support in place to help improve and upgrade Sheffield’s taxis.

I’m looking forward to more meetings in the future.

“I’m determined we will do everything needed to make the air we breathe safer for everyone and we can’t do that unless we upgrade our taxi fleet too.”

At the moment, private cars are not affected but if the council can’t cut pollution rates by 2022, the scheme could be widened to include individual drivers.

Coun Scott said he did not think this would be necessary and that charging commercial vehicles should be enough to reduce nitrogen oxide levels.

Hats off to the councillor for turning up and facing the music.

But it's a daft policy and he needs to let the trade clean itself up over time, via cab replacements.
