is the exemption for only london black cabs? or all Black cabs or all Hackney carriages regardless if its a black cab or not?

Does that mean that from October 2021 hybrid black cabs will have to pay the CC or will they still be exempt by being WAV’s ?

Think exemption is more about WAV accessibility rather than HC, PH or whatever, but of course all London HCs are WAVs. (To also (partly) answer Jack's question.)
