I am just wondering if any forum members have views on this one ?

Chauffeur & Private Hire - What's the difference ?

One usually has a driver all suited and booted, the other usually has one all jeaned but cleaned.

The first will also usually cost you a fair bit more, which is why most PH drivers are called just that, not chauffers. :wink:

Ah but not true in Paisley buddies area. There is a strict dress code for all Taxi and Private Hire drivers.

one has to have a plate and one doesnt...YET ! :roll:

one has spend tens of £1000's on a luxury car and the other is lucky to spend £10,000

one you can get [edited by admin] in....the other ....no drinky at all

one catchs the birds eye when you drive bye.....the other.....catchs the bird sh** as you drive bye :mrgreen:

The only difference here in Renfrewshire seems to be that the local authority licensing section turns a blind eye to the private hire companies that call themselves 'chauffeur driven' or 'executive hire', when you & me all know that they all provide them same service & are all as such required under the Civic Government Act 1982

I have just had a look at the Chauffeur Drive section of Yell.com & found 10 unlicensed private hire companies operating within Renfrewshire Council area....makes you wonder what the local licensing dept. are up to ?

It seems as long as you wear a suit & only drive people in suits you can ignore the Civic Government (Scotland) Act 1982

I think Renfrewshire needs a new Enforcement Officer & a complete clearout of the Licensing Dept.

The situation is a joke here

Licensed drivers are hounded for stuip things like not wearing a tie, or having the wrong colour of shoes on, yet unlicensed drivers & cars get off scot-free

Ther is definately something wrong here

Please note that when hes talking about Licensed drivers its also the Private Hire drivers that get hounded for the same things. As for your enforcement etc. I would say that your area is one of the better ones.

You have a dress code which a lot of other places dont. You have a regulation regarding age of vehicle which some areas dont have.

Some of the things you lot have are great to see. With regards chaueffeur drive, well maybe you should write to your local MP/MSP regardings your concerns.

I'm not so sure about that up here Mr Sussex.

As far as I can make out the way it works is that the council don't have to license at all, but when they do they pass a resolution to license certain vehicles, but they can exclude certain classes if they want.

So basically they can choose to ignore chauffeur drive if they want. As regards the exemptions, this just seems to mean that they have no choice as regards wedding cars etc - they are always exempt.

But it's certainly a grey area, and while the review a couple of years ago looked at the area, I don't think they covered it adequately.

Just because certain types of private hire companies call themselves something different doesn't exclude them from the need to be licensed. By your reasoning if I decide to wear a suit while I work & stick to hire that only involve trips to the theatre, restaurants & airports, I won't need a license ????????????

You are right in saying the licensing powers are discretionary, but once a authority has chosen to use then every one in that sphere of licensing must become licensed ie. hire & reward

It doesn't matter what you call yourself, if, to quote the Civic Government Act, you operate a vehicle which is, with a view to profit, available for hire by the public for personal conveyance you need to be licensed

I have email from the licensing teams at Renfrewshire & Edinburgh Councils which confirm the fact
