That's certainly a possibility - these things are often a lot worse in reality than in terms of how they're summarised in a brief press report of court proceedings.
But, as portrayed, it doesn't seem like much. I'm all for zero tolerance, but it's not the kind of thing I think I would report personally, because I think there's a fair chance police wouldn't be particularly interested, so I'd end up feeling worse than I did at the outset.
But all this kind of stuff is as much to do with politics than policing.
Also, I don't see how you can conclude from the press report that the journalist is a 'guttersnipe'
