In 1984/1985 if you wore a face mask you were arrested on the instructions of a TORY government, now its against the law in most scenarios not to wear a mask brought in by a TORY government.

Was there a pandemic in 1984/85?

It seems that TfL have powers to overrule statute law as they are telling drivers licensed by them that if they don't wear masks, without good reason, licensing enforcement may follow against any driver that doesn't cover up.

Typical, if I may say so, of the way licensing officials in London act as if they are god like. [-X

Another council making the law up as they wish, rather than how it is written. [-X

Look I know the council has done well over the screens, but it is you Cllr Khan that needs to abide by the rules, as set by central government.
