It just seems such a rubbish word for it.

Few taxi/PH license holders have any clue this is coming soon.

That word is not one that helps spreading it.

'Conditonality' just a word that's used in official circles to make it sound important, but unlikely to be heard on the taxi ranks.

And can't even see 'conditionality' used by local authorities, which is how the vast majority in the trade will get to hear about it all, never mind if they hear it on the ranks or through their offices.

I mean, the word could just about be applied to any number of, er, conditions, so not entirely clear what's different about this one.
