B&H has about 1000 licensed vehicles, Uber has about 300 cars (half B&H, half God knows where).

So they aren't dominant, not even the largest circuit.

However they are dominant in the teens/young adult/student market, and those numpties don't appear to be concerned about surge pricing most of the time.
