There was a time when I was sure that your laws were the same as mine, but that's long gone.
IMO down here it would be perfectly legal for an un-licensed vehicle to do school work. Not too sure I would allow the local council to get away with it, but perfectly legal.
Where our trade is saved, to a point, is the fact that that's the only work that motor could do. The one motor one contract rule applies, and this has confused many, including me and most on TDO.
My view is that the contract must be done by the person who has been given the contract. So if the club needed several cars, then several contracts would need to written.
If one person with a contract asked someone else to do that contract, be they licensed or un-licensed, then that person would need an operator's license. As an operator can only give work to a licensed vehicle, then those cars and vehicles would also need to be licensed.
It's a bit of a mess, but this mess has found a good trade to live in.
