but that's the point if there are so many documents to reference and then also clarification letters etc. it is asking a lot for officials to be aware of all of them.

That's like saying there are so many roads in London you shouldn't expect a London cabby to know where he is going.

Council officials are paid to know what they are doing. Someone at that council must have known what they were doing, for at least 20 years, before they got confused recently.

Licensing officials have a number of sources to access info should they not be 100% over an issue, NALEO and the Institute of Licensing to name two.

Or heaven forbid, contact their own legal department.
