So, have Southend de-limited, or, are they just issuing additional plates?

I think they are doing it un-officially over time.

I suspect in say five years there will be more plates on offer than takers.

So maybe I will put them in honorary de-limit bracket along with Lincoln. :wink:

The item was due to be resolved at last Thursdays full council meeting, I have no reason to believe it was ammended.

However the report itself is a contradiction in terms because they say they are not going to have any more surveys and yet they wish to retain a policy that requires a regular survey.

It appears this is yet another LO that doesn't know his azz from his elbow.

Seeing as how TDO has highlighted the present situation in Southend
I am sure Mr Casey will now be writing to the errent LO advising him on the law and that a regular survey is not an option but a requirement in retaining their new policy.

2001 since their last survey, Trafford revisited?

You and me both and I am quite sure everyone else who knows about the situation. The only thing I can imagine is that they don't have many applicants for plates but if they did issue 10 and applicant number 11 came along and was refused, it would be interesting to see their reaction?

One thing is for sure,with this "criteria" It certainly makes it LESS likely that drivers will be in a position to take up their own license.

The situation in Southend is this. The council have removed quantity controls but after consultation with the private hire and the hackney carriage sectors it was agreed that 8 licenses would be issued in the first year, 10 in the second year, 12 in the third year and 14 in the fourth year. That's an increase of two each year on top of the number issued the previous year. Anyone can have a license after the fourth year.

I put the obvious question to the LO, "what happens if you get applicants over and above the set limit of 8" in the first year? He said it would then be up to the council to decide what to do? So there you have it. Deregulation of numbers but in the first few years', plates will be limited to a set amount agreed mainly by the cab trade.

Considering the councils preference to completely de restrict numbers, I doubt they will try and sustain this policy to the point of legal action.
