Since when has Edinburgh City Council or indeed any Scottish local authority had the power to impose conditions on private hire companies ?

They could be doing it via the vehicle/driver conditions of license, in which case in practical terms the record keeping is done by the office they work from.

So, if cabs in Edinburgh do not need to turn around, how do they get back into the City centre

Same way as they do in Brighton, I suspect.
