Depends on the circumstances, and while it's normally not difficult to see unilluminated cars in streetlit areas, on occasions it's not, and generally speaking it often takes a wee bit longer to spot such cars, especially from a distance, and particularly in marginal situations. Cyclists even worse, obviously, because of the amount without lights, also their smaller visual 'footprint', and because they think they're exempt from any rules, and can thus appear at speed from absolutely anywhere
Generally easy enough to see unlit cyclists with streelights, but have had numerous close shaves over the years when they appear from nowhere behind parked cars etc. If they have proper lights generally easier to catch a quick glimpse them if there are obstacles obscuring them most of the time
