Don't know if this might have had something to do with the Henley Regatta, but apparently the last day of that was four days earlier.
But, of course, it's presumably a bit like the Open golf up here in Fife, and there are people who hang around for a few weeks afterwards doing stuff like dismantling the stands etc, and who might have been working at the event, or whatever.
And who might be letting their hair down after working hard during the event.

The driver of the vehicle, a black Kia, refused entry to the offender, who then began punching and kicking the car, causing damage, before he walked off.
The offender is described as a white man, aged around 30-years-old and was wearing boxer shorts and shoes, but no other clothing.
Sergeant Steve Kelly of the Assessment and Investigation Unit said: “The victim in this case was an Uber driver, who declined the fare. After he did so, the offender took out his anger on the vehicle, causing some damage to the car.
“I am appealing to anybody who witnessed this incident, or who may have dash-cam, CCTV or mobile phone footage, to please get in touch with Thames Valley Police.
