But assuming it was HC (it says 'black cab') it looks like out-of-area (Newcastle to North Tyneside), and about 8 miles (assuming she was going home to the address cited below).
So the £22 she thought it should have been sounds a bit light. On the other hand, the £40 quoted by the driver sounds like he was trying it on a bit. But still perfectly legal

Paige Harvey, 30, of Kilburn Gardens, pleaded not guilty to the charge at Newcastle Magistrates' Court on Wednesday, August 20.
The court heard that on May 27, 2022, Miss Harvey and her mum got into a taxi at the rank by Times Square following a night out at Powerhouse. Miss Harvey said she had been quoted £40 when she got into the black cab, and argued that it should be closer to £22 to Percy Main.
Following the disagreement about the fare, Miss Harvey "got aggressive" with the driver, spitting on him, pushing him in the shoulder and calling him "f***ing Chinese". The driver got out of the car and walked round to the rear passenger door and asked Miss Harvey and her mother to get out.
When she refused and continued to be abusive, the driver called the police, who arrived on scene to see Miss Harvey kicking out at him. She was then arrested by PC Matthew Rogers, who said that she was obstructive.
PC Rogers told the court that Miss Harvey was warned against using "horrible, racist language" throughout her transportation to Forth Banks Police Station, but continued to do so as she was waiting to be booked into custody. Miss Harvey, who had been drinking for several hours, told the court she had no recollection of using such language, either in the taxi or on the way to the police station.
Giving evidence in court, the victim said: "It was awful, it made me feel like I was scared. I have been doing taxi for a long time, I have got experience, I know how to deal with customers but unfortunately she was being very aggressive.
"I'm not Chinese, I have been here for a long time. When people talk like this, it's absolutely disgusting.
"I have been a driver since 2008. I did have similar situations, but not someone who has spat or been aggressive like that."
Emily Sanderson, prosecuting, said: "The defendant suggested that the complainant has made all this up. The defendant and complainant have no previous knowledge of each other. He's never had any situation like this happen before, he's never had to call the police before. He's got no axe to grind."
Mairi Clancy, defending, argued that the incident was a really unpleasant and ugly argument that had got out of hand.
Magistrates said that they considered evidence submitted by Mr Hossani and PC Rogers to be both consistent and credible. However, they did not find Miss Harvey's evidence credible, and ruled that the prosecution had proved the matter beyond all reasonable doubt.
Harvey, who has two previous convictions, will be sentenced back at Newcastle Magistrates' Court on Friday, October 3 at 2pm. She has been released on unconditional bail until the sentencing hearing.
