And, in fact, maybe the lockdown affect isn't as significant as it looked at first glance - the 2019 figure is
just under five years, and the worst figure during lockdown is
just over five years.
So maybe something
has happened in terms of the test that means it's a good bit easier to pass now, in terms of timespan at least. (I've lost track of all these changes they've made over the years, and of course any change will take several years to show in the figures for those passing.)
But the figures overall are surprising - I wouldn't have guessed that the
average time taken for those passing in 2019 was over five years. If that's the average then presumably quite a few might have been taking six or seven years maybe, rather than being outliers
