He appeared before Bolton Council’s licensing committee along with a representative on November 18, and the minutes have now been published.
The committee said that he had breached the requirements of his private hire licence when he was fined for the offence on March 20.
They said this was the driver’s third conviction for this and was classed as “a major traffic offence” as he had been given six penalty points.
They added that “a conviction of less than three years would generally mean that the licence would be revoked”.
They said the driver “also admitted to not wearing a seat belt” which also breached the conditions of his licence.
The committee voted to suspend the driver’s private hire licence for period of eight weeks and no action to be taken on his vehicle licence or operator licence.
