Very interesting piece on TaxiPoint. The official council paper on which it's based is linked to below. Can't be bothered reading that, but the TaxiPoint summary doesn't take long to read. But just the links to both sources below:

I beg to differ. There is no clause in any act that permits a council to refuse someone from surrendering their license.

The council might think it's doing the right thing, but making things up on the hoof is not something a proper licensing authority should be doing. [-X
