Obviously the second driver had been badged by Adur previously.
But not clear if he'd been revoked there - maybe that's what's meant by 'previously banned' and 'disqualification', although that would most obviously be referring to his DVLA licence.
But maybe thought he'd have a better chance with another local authority...

During the licensing meeting on April 14, councillors heard that the hopeful taxi driver, referred to as ‘Mr H’, was convicted in 2020 of criminal damage, resulting in a fine and a restraining order.
When questioned, the applicant told the panel he had broken a wing mirror on his ex-partner’s car after she allegedly swerved towards him “to scare him” while he was cycling.
However, councillors were not satisfied with his explanation that a restraining order was only imposed because he damaged the wing mirror.
They said his response suggested he did not “fully understand the seriousness of such an order”, raising doubts about his suitability to hold a taxi licence.
He was not considered to be a “fit and proper person” to hold a licence, and his application was thrown out.
The application was one of two refused by the council, with members citing concerns over applicant suitability and public safety.
The second application concerned a ‘Mr K’ who had previously been banned from driving in March 2022.
The panel heard he also committed several motoring offences, which led to his disqualification.
The applicant was also asked about numerous incidents of vehicle damage sustained when he was a taxi driver in the Adur area in West Sussex.
The minutes of the meeting said: “The panel were concerned that there were so many incidents and Mr K could not explain those with any degree of detail, save for one incident on a roundabout that he blamed on the other driver.
“Whilst he reported that there were no injuries to passengers, the sheer number of incidents provided cause for concern about the standard of driving involved at the time.”
The licence was not granted.
Neither driver had been licensed by Fareham Borough Council previously.
Ian Rickman, head of environmental health at the council, said: “The licensing regime exists to uphold and maintain public safety.
“Both new and renewing applicants must demonstrate their safeness and suitability throughout the application process and for the duration of any licence should a licence be granted.”
New applicants are subject to several checks, which includes a fully enhanced DBS check, DVLA driving licence check and police clearance certificates, among many others.
