Interesting to compare this to the Torbay case - of course, this driver actually lost his DVLA licence, and there's also an insurance thing, and other stuff :-o

On the other hand, it's all happened over quite a long time.

Not saying the two cases are directly comparable. But an effective permanent revocation here compared to to a slapped wrist in the Torbay case seems inconsistent :?

A former cabbie who racked up four separate speeding convictions in less than a decade has been turned down for a taxi licence. The anonymous applicant was previously licensed with Middlesbrough Council from January 2016 until January 2025 when his licence was revoked, with immediate effect, by officers, following his disqualification from driving.

The applicant in question had several past convictions from 2016 up until 2024, the first three were for speeding - each resulting in 3 points on his licence plus a fixed penalty notice (FPN). Then in 2024, he was found to have no insurance - meaning six points and a £300 fine to accompany another FPN. In December 2024, he was convicted for speeding and totting up 13 points, resulting in a six month driving ban and £350 fine.

Minutes from a February 2026 Middlesbrough licensing committee explain that the ex cabbie had an interview with council licensing officers in January this year, during which he confirmed that there were no outstanding matters of which the council was unaware. He was told that an application would not normally be considered until a DVLA licence had been restored and there was a conviction-free period of at least five years.

Separately, the driver had also been complained about in May 2018 when he was spotted mounting a pavement and driving along a pedestrianised area. In November of the same year, the driver was issued with a warning regarding use of inappropriate, offensive language to a passenger.

The confirmed minutes add: “In June 2025 when the applicant submitted his fresh application, he failed to declare any previous criminal or motoring convictions.” During the committee hearing, the licensing officer clarified that the applicant failed to notify the licensing department within 48 hours, as required, when he was previously disqualified.

Minutes from the meeting said: “The committee determined that the applicant had shown a clear propensity to offend having been convicted of speeding on four separate occasions over a period of time as well as an insurance offence, and believed that on balance, it was likely he would continue to do so.” The applicant was refused a private hire vehicle driver licence, as the committee determined that the applicant was "not a fit and proper person" to hold one.

I've stopped even noticing it over the years, but some of these titles are still using that file photo of the black and white HCs. From Cardiff, I think it is. And it's certainly credited to the South Wales Echo #-o
