Got stuck behind an annoyingly slow PH car today (speed limit -10)

The plate was quite small and fitted to the bumper with a 5 digit number and was completely red including the logo except the number in black. I had a look online but couldn't work out which LA does anybody know ?

Several UK local authorities use red plates for private hire vehicles (PHVs), including Torbay Council, Guildford Borough Council, Elmbridge Borough Council, and Waverley Borough Council

all of the above have some white on the plates also

I am beginning to wonder if this was not a PH or hackney but maybe a hire car or company car but they attach small plates with a 5 digit number identifying the vehicle

On a related note the following day i was following a Rochdale plated Uber which I followed into Nottingham and who seemed to know the local roads. Is Rochdale making a bid to become another Wolverhampton ?
