No such a thing as a free plate nor can you buy one its public property.

You can however pay a licence fee.

No point you can't get a free plate you never could. You can however pay the required licence fee.

Not only did this guy pay the licence fee he told me he was buying a business. Funny I never said anything about buying a business because there wasn't one. :lol:
