No one's FORCED them to, in case you hadn't noticed.

And I think Carlisle was unrestricted long before OFT came along.

Anyway, my point was that Captain Cab keeps on telling us that councils know best, but on the other hand keeps on telling us that the taxi market in Carlise is anarchy.

Slight contradiction there. #-o

Since we last debated Carlilse several years ago I've forgotten the background to their derestriction. Is there any chance you or anyone else could advise us when numbers were deregulated and what the council policy was at the time In respect of quality control of Vehicles and Drivers?

Back in the old days deregulation was the word most of us had come to acknowledge as being the norm, simply because delimitation or whatever you want to call it hadn't been used at that time in the context of removing numbers. I don't really think it matters which word is used as long as the recipient understands the relevance of the meaning.

Many cab driver outside of London who read TT magazine will be aware of your opinion on "councils knowing best" so I suspect they might be wondering why you are so inflamed at the current situation in Carlisle?

The councils have the responsibility to licence vehicles and drivers .............. YET their decision can be overturned by a court.

It is therefore safe to assume that any councils that have been ordered to release a plate to someone their policies state is not entitled has been forced.

We are now however part of a compensation culture where people believe they have rights to things that are actually a privilege.

I think it was 1995, it was around the time of the Green Paper.

The LA had a policy of Purpose Built only, but changed it because the local police believed not enough people would invest the required amount for that vehicle type.

In terms of numbers there were 33HC and 220(ish) PHV's.

They will be aware of the NTA policy of locals knowing best.

The system in Carlisle in my opinion is seriously flawed, and has created a situation where the trade is a shadow of what it could be.

Put it this way, the TOA in Carlisle have so much confidence in the taxi service it is considering hiring buses to get delegates from the conference hotel to the conference venue.

I'm afraid that is the sad truth of a flawed system.
