The law is the law regardless of whether your ferrying kids to School or driving them around in unlicensed Limos? I feel sorry for this person because he probably didn't realise he was breaking the law and probably a warning to stop would have sufficed.

What I don't understand is that councils will prosecute a man like this and yet allow unlicensed limos to roam their streets with impunity.

I agree with JD to a certain extent.
However if your ferrying kids about the CRB check must be done, and the kids saftey comes first.
The guys tried to help out and got nicked for doing it.
I wished the councils would spend ther same amount of energy nicking touts.
