If a 37 year old male Eritrean Asylum seeker who's been given permission to stay (haven't they all?) applys to the PCO for a Minicab permit, how on earth do they check his background?

Simple they can't.

As we don't have these people working as Taxi drivers it can only be more bad news for the Minicabs.

That's not the licensed PH trade's fault, so why slag them off for it?

The same applies for foreign doctors and nurses, child care workers, in fact almost any job including taxi drivers.

The fact you don't have many, if any, in the London black cab trade is because of the KOL, not because your trade hasn't any perverts.

As far as I'm aware the only job outside of the police/security service where you can't get a job without a full checkable history is licensed doormen and women.

So maybe we have the answer already, it's just that any association (outside of London) with the word taxi in is only concerned with one issue.

The reason that was given for introducing the CRB in Sefton , was to make sure that children and vulnerable members of the public were in safe hands, which in my opinion is fair enough when you look at the society we live in, But that standard of check must apply to everyone no matter where they come from, and if they cannot produce the same standard then they should not be licensed, it should not be one rule for one person and another rule for someone else.....

The association I represent has much more than one item on the agenda Sussex.

The problem is that some of these "good conduct" certificates contain information only covering the past 10 years and that is normally only from the date of the offence.
A case scenario is that a man murdered his neighbour on New Years day 1987, the murder case takes 3 years to investigate and find enough evidence to prosecute and he is convicted of the offence in 1990, he serves 15 years imprisonment and is released in 2005. He travels to the UK and applies for a HC driving Licence in Gateshead late in 2006, the CRB hold no records on this person so they apply to the mans country of origin for a certificate of good conduct. That certificate comes back clear as the date of offence is more than 10 years ago and the man is considered to be of good character.

The problem Sussex is that, that is not the worse case scenario.

Now are you sure that your happy to let your wife, kids, mother or grandmother travel in a car with such a person .............. because I can assure you that I am not.

This is not a PH or a HC problem, it effects the whole trade.

Taxi marshalls ???.......Hmmmmm in theory a good idea

But.......

• How does one convince a marshall one is waiting for a genuine pick up and not poaching when the punter is late coming out or busy being chatted up at a burger stall.
• I like many others like the option to decide of I actually want to pick a certain type of punter up and not and not have him/her forced on me by somebody trying to clear the streets to proove their job is working.
• It dont stop the agressive violent and abusive nature of some punters once the cab is in route and away from the safety of the marshalls.

The fault is with the gov, who allow this.

If the gov had the balls to say no checkable history for a certain period, no license, then that would help.

But they don't, so it doesn't.

A bloke from, say, Nigeria gets a license to drive a London PH, goes to a firm and the firm tells him to f*** off because he is from Nigeria.

How many firms in the UK have the balls to do that? None.

They can get a licence with a good conduct certificate yet when an English driver re-applies for his badge with a current CRB then he's told by the Council that he's got to have another CRB check even though he has a valid one in front of him, he even has to pay the £36. It stinks if you ask me.
