Well I don't know how you managed to work out that they were all PH, since it didn't say so in the story, thus I assumed that your quip alluded to their race. 8)

Ah, that'll be my London training kicking in, where out of all the touts I witness in action, none drive a Licensed Taxi.

Yes, but the article was about illegal plying for hire, so to that extent it was unnecessary to point out that they were PH drivers, because taxi drivers can't illegally ply for hire, thus your allusion must have been to race.

Alternatively, the drivers could have been out-of-town taxi drivers, in which case the common denominator is that they're all taxi drivers.

Or perhaps it's a mixture of the two, in which case the denominator isn't common.

So they're either all taxi drivers, there's no common denominator, or you were alluding to race since otherwise you would be merely stating the obvious.

But either way it doesn't look good for GBC

I thought Hac's could be done for plying for hire if they were parked on a supermarket for instance and not on a rank, or flagged down?

Not if you are in the area your licensed ................ outside your licensing area if you are plying for hire you are doing so illegally.

An HC might not be allowed to ply in a supermarket car park, but that would be because it's private property, and would thus be a matter for the supermarket to enforce and wouldn't be a matter for the police and licensing authorities - it wouldn't be breaching their rules.
