Wrexham have just introduced higher quality controls. Everyone has to pass an English test so i imagine if you can't communicate you don't get a license.
Thats only one aspect there are other quality controls. I posted them a few weeks ago, or someone did?

JD, my car is lincensed for london, I cant use it in colchester, i would have to have it retested, thats my point. Maybe a UK test for phv/taxi which allows the vehcile to be used anywhere in the UK might be a good idea.

The restriction is territorial by virtue of the fact Private hire vehicles have to be licensed in every area they wish to work. Your vehicle might be superior to every other vehicle in the united kingdom but because of the licensing laws your restricted to one area unless you wish to license your vehicle separately in each area you wish to work. Yet, Hackney carriages are different, you can license your vehicle in one area and work private hire in another. So there lies your answer if you wish to work somewhere else.

The whole MOT situation is a complete shambles and I'm more than happy that it is being exposed for what it is.

I'm on the side of the fence of the law jimbo. Until its changed I'll support anyone who brings out its flaws in this crazy licensing system. Until we get a national act that does away with councillors and 343 licensing districts I'll support anyone who exposes those flaws and if someone doesn't want to pay a 350 quid for a license when they can get one for 125 quid next door then I would say you go next door mate, if its advantageous to you?

So why would a Hackney Carriage proprietor want to get licensed in another area, and then work as PH in his own?

Yet another reason why limiting Hackney Carriage licenses should continue, to prevent this sort of quality control avoidance?

I don't know if you understand the argument but i'll make it simple 4 u?

Private hire drivers are obtaining hackney carriage licenses in other authorities than their own in order that they can work in their own authority as private hire drivers without paying an exorbitant fee. Or perhaps they might join a radio circuit like the one you advocate which is a central agency.

Its called flexibility.
