We’ve said this all before but just for you - quality controls.
A range of transferable qualifications you have to fund yourself to become a cabby.
This might go from a local knowledge test through to First Aid and customer care, maybe even tourism.
Your professionalism should be the only barrier to owning your own cab. You pass the the qualifications and the choice is yours -own or drive.
You pass the 'knowledge' in London and that is your choice.
Why shouldn't it work anywhere else? Everyone would then compete on a level playing field and in a free market.
